Scott Webb

Scott Webb graduated from University of Texas at Austin with a degree in advertising, including Creative Sequence (1999).

He has worked for several advertising agencies both as a full-time employee as well as in a consultant capacity for a wide range of clients (including Taco Bueno, Community Coffee, Bell Helicopter, Del Monte, and American Airlines), writing, concepting, and editing for a variety of media.

Mr. Webb has now worked for Rooftech for over a decade, providing AutoCAD drafting services, primarily in providing roof plans and reference material for inspections, engineering, design, and roof reports.

Additionally, he is licensed (FAA Part 107 Remote Pilot Certificate) to operate and provide drone photography and video for Rooftech projects.

Andrew Patterson

Andrew Patterson is the current Vice President and Chief Financial Officer of Roof Technical Services, Inc. Andrew completed a Bachelor’s of Science in Economics from the University of Texas at Arlington and is currently pursuing a Master’s Degree in Economic Data Analytics. Andrew grew up at Rooftech, working summers during high school and off and on throughout college. He came on full time in 2014, assisting on inspections and in report processing before taking over the Accounting and Human Resources departments in 2019.

Jessie Razo

Graduated Trimble Technical High School in Fort Worth, Texas in 1977.

Mrs. Razo currently serves as the Executive Administrator of Roof Technical Services, Inc., providing administrative support and assistance to executive staff. She secures and retrieves documents and reference materials while maintaining all project databases. She also manages and maintains executives’ schedules and appointments. She has been with the company since 2012, starting as a Report Processor. Her many duties included Office Manager and Administrative Assistant to the President of the Company.

Mrs. Razo was previously employed by Southwestern Petroleum Corporation, an international manufacturer of Roofing Materials including built-up roofing and single ply roofing systems, as well as a line of Roof Maintenance Systems. Mrs. Razo was Administrative Assistant to the Senior Vice President of the International Division for over 18 years.

David Long

Mr. Long has been in the roofing and sheet metal industry since 1972. After a stint in the Air Force where he served for two years in Vietnam, Mr. Long entered his family owned architectural sheet metal and metal roofing company, Long Metal Works, which was one of the most respected sheet metal contractors in the state of Texas. Mr. Long worked in all phases of Long Metal Works including working as a union journeyman sheet metal worker, supervisor, estimator, and manager. Mr. Long assumed ownership of Long Metal Works in 1985 managing it until joining ROOFTECH in 2004. Mr. Long also owned and operated a full service commercial and residential roofing contracting company for eight years as a part of Long Metal Works.

As a contractor, Mr. Long completed many high-profile complex projects including Cooks Children’s Hospital, Grapevine City Hall, and the Kimbell Art Museum. After joining ROOFTECH, he has performed a variety of roof consulting duties including roof inspections and evaluations, quality control of the installation of roofing systems, roof design, project management of major roofing projects, and providing valuable design and construction insight on complex sheet metal roofing design projects like the copper clock tower on the Tarrant County Courthouse. Also, included in his duties were non-destructive infrared and impedance moisture surveys, wind uplift testing, and testing of built-up, modified bitumen, and single ply roofing samples. In 2009, he assumed his current position as Director of Testing for ROOFTECH.

BRET G. BARNETT, RRC, RRO

Mr. Barnett has been in the roofing industry since 1982. He has broad experience in all phases of roofing having operated and managed one of the oldest roofing contracting companies in Fort Worth for over three decades. He has also worked as an independent outside adjuster and as a roofing consultant before joining ROOFTECH in 2017.

Mr. Barnett is a Registered Roof Consultant (RRC), which is a highly prestigious designation established by the Roof Consultants Institute (RCI) and the International Institute of Building Envelope Consultants (IIBEC). There are fewer than 600 RRCs nationwide. RRCs must demonstrate extensive experience in roof consulting and pass a rigorous test that covers all phases of roof design and analysis. Mr. Barnett continually pursues his technical knowledge about the industry through Continuing Education programs through organizations such as IIBEC, NRCA and others.

Mr. Barnett has managed numerous complex and high-profile projects over the years such as the Fort Worth Museum of Science and History, North and South Holly Water Treatment Plants for the City of Fort Worth, and Texas Christian University. He regularly performs forensics investigations pertaining to construction defects, hail, tornados, hurricanes, windstorms, fire, and other matters for diverse clients including building owners, attorneys, and insurance carriers. He has extensive experience in evaluating all types of roofing damage, determining the scope of damages, the required scope of repairs, and the costs to make the repairs. He also performs appraisal and umpire services for a variety of clientele.

Rondi W. Perry, RRC, RRO, GRP

Mr. Perry has been in the roofing industry since 1971 as a successful and well-respected commercial roofing contractor and subsequently as a roof consultant. Mr. Perry has an extensive background and experience in all aspects of commercial and industrial roofing. He has been with the engineering firm of ROOFTECH since 2011. Prior to that he was co-owner and President of SLR Roofing Systems, Inc. and was with that firm for 20 years.

Mr. Perry is a Registered Roof Consultant (RRC), which is a highly prestigious designation established by the Roof Consultants Institute (RCI) and the International Institute of Building Envelope Consultants (IIBEC). Mr. Perry has managed numerous complex and high-profile projects over the years such as the Amon Carter Museum of Fort Worth, Lincoln Centre of Dallas, Christ Chapel Bible Church of Fort Worth, Modern Art Museum of Fort Worth, the Fort Worth Museum of Science and History, and the Texas Health Presbyterian Hospital of Dallas. A number of Mr. Perry’s projects have been regional and national award recipients. He has been a member of and active in various industry organizations including the National Roofing Contractors Association (NRCA), International Institute of Building Enclosure Consultants, (IIBEC), North Texas Roofing Contractors Association (NTRCA). Roofing Contractors Association of Texas, Green Roofs for Healthy Cities (GRHC) and the American Society of Testing Materials (ASTM) where he serves on the D08 Roofing and Waterproofing Committee. He is experienced and knowledgeable about the construction industry and the roles that the various entities play in the construction process.

Mr. Perry continually pursues his technical knowledge about the industry through Continuing Education programs through organizations such as IIBEC, NRCA and GRHC. He has extensive technical experience in all types of roofing systems including built-up roofing; modified bitumen roofing; single ply roofing; metal roofing systems; slate, tile and asphalt shingles; membrane waterproofing; and various other components of the building envelope.

Mr. Perry regularly performs forensics investigations pertaining to construction defects, hail and windstorm damage, and other matters for diverse clients including building owners, attorneys, and insurance carriers. Mr. Perry is regularly designated as an expert witness in complex litigation matters and is frequently appointed as an appraiser in intricate insurance claims.

Jason P. Haisler, PE

Mr. Haisler is a Senior Engineer at Roof Technical Services, Inc. and resides in Dallas, Texas. He earned a Bachelor of Science in Civil Engineering and a Master of Science in Engineering from the University of Texas at Austin, both with an emphasis on Structural Engineering. Mr. Haisler has been working in the engineering field (initially as an Engineer-in-Training) since 2004 and has been a licensed professional engineer since 2008. Mr. Haisler’s design and project management experience includes commercial, residential, healthcare, higher education, K-12, municipal, and parking structures. In addition to new construction, he was the project manager of multiple projects requiring rehabilitation of existing structures and incorporating new additions to existing facilities. As part of his experience, he has gained extensive knowledge of building codes and detailing and design of buildings for the effects of seismic, wind, and gravity loads. Interacting closely with architects, general contractors, and other disciplines throughout the design and construction phases has allowed him to develop strong communication and problem-solving skills. His extensive design and analysis experience combined with his educational background enables him to analyze a wide variety of structural problems and failures.

Mr. Haisler has worked primarily as a forensic (investigative) engineer since 2016. He has investigated hundreds of projects related to structural failure/collapses, moisture intrusion, construction defects, material defects, building envelope, vehicular damage, foundation issues, fire damage, and storm damage including wind, hail, and tornado related damage. Mr. Haisler has been designated as an expert witness and provided expert reports and deposition testimony.

Jordan D. Beckner, PE, RRC

Mr. Beckner is the Director of Engineering Services at Roof Technical Services, Inc. and resides in Dallas, Texas. He earned a Bachelor of Science in Mechanical Engineering from Baylor University and is a licensed professional engineer in 11 states. Mr.Beckner has been working in the engineering field (initially as an Engineer-in-Training) since shortly after his graduation. He has been a licensed engineer since 2010 and has worked primarily as a forensic (investigative) engineer since 2012. He has investigated over a thousand engineering projects related to storm damage, moisture intrusion, construction defects, structural failures, building envelope, HVAC, plumbing, vehicular damages, foundation issues, and more. Mr. Beckner has been designated as an expert witness, provided expert reports and deposition testimony, participated in mediations, and worked as an appraiser for insurance claims. Mr. Beckner also spent time working for a manufacturer of engineered wood products, providing technical assistance to design professionals. In this role, he gained experience with building codes, acceptance criteria, manufacturing, and construction.

Stephen L. Patterson, PE, RRC

Mr. Patterson founded ROOFTECH in 1983 and built ROOFTECH into one of the largest and most respected roof consulting companies in the Southwest. Mr. Patterson has a national reputation as a roofing expert and educator having written three books on roofing: Roof Design and Practice, Wind Uplift Pressures on Low Sloped Roofing, and Roof Drainage, all of which are available through the International Institute of Building Envelope Consultants (www.IIBEC.org). He has also published a number of peer-reviewed papers, which are available on this website. Mr. Patterson has been solving complex roofing problems for more than 40 years. His structural engineering background along with his experience as Director of Engineering/Technical Director for two roofing manufacturers and as General Manager of a roofing contracting company set the stage for the formation of ROOFTECH.

Living in Tornado Alley and the Hail Belt provided some unique experiential opportunities as well. Mr. Patterson was a Civil/Structural Engineering student at Texas Tech University when an F5 tornado struck Downtown Lubbock, Texas and Texas Tech. His professors became world renowned wind experts as the result of studies they performed on buildings like the Great Plains Life Building and others. One of Mr. Patterson’s professors and mentors, Dr. Jim McDonald, would later become one of the peer-reviewers of the first edition of Mr. Patterson’s Wind Uplift Pressures on Low-Slope Roofs. Upon graduation from Texas Tech in 1971, Mr. Patterson began working for a precast prestressed concrete manufacturer where he worked in the structural design and estimation department. On one of Mr. Patterson’s projects, a series of structural double-tee roof panels collapsed during construction. The roofers had inadvertently blocked the drainage and overflow scuppers resulting in an excessive build-up of water on the roof and a roof collapse, which was his first roof collapse investigation. Among ROOFTECH’s earliest projects were several high-profile roof collapses in the 1980s, which began a long history of roof collapse investigations … ultimately culminating with the first edition of Roof Drainage, Mr. Patterson’s drainage design book.

Mr. Patterson brings his unique expertise to his roofing analysis, design, and forensic work. He regularly performs forensic investigations pertaining to construction defects, hail, windstorm damage, and other matters for diverse clients including building owners, attorneys, and insurance carriers. Mr. Patterson also continues to teach, write, and publish technical papers related to roofing as well as working closely with his staff on complex roofing problems.
